Barbara Lynn Blackwell of New Cumberland passed away under her daughter's watchful, diligent, and loving care on Monday, November 8, 2021. She was 71 years old. She was born in Steubenville, OH., on September 24, 1950, the daughter of Beulah D. Keenan Ballard and the late Doyle Ballard. Barbara nourished her faith over her lifetime at the Voice of Pentecost Church in Weirton. Her commitment to the church molded her life to become a very successful realtor in Hancock County. She was a former president of the West Virginia Realtors Association and held membership in the New Cumberland Lions Club. Her fellow Lion's Club members would always look toward Barbara for her energy recreating the C House to be decorated perfectly for the children's Halloween party. She was always dressed for success, very particular about her appearance, making sure it was professional in every way. As a result, people she worked with would say she was beautiful, and her hair and makeup were always perfect. Remembering Barbara fondly at home is her current husband Richard D. Blackwell, whom she married on November 27, 1982. In addition, daughters Penny ( Rick) Tibbs of Weirton, Shannon (Russell) Geer of Chester, step-daughter Amy Damis of Weirton, grandchildren Matthew Waggoner, Clarissa and Justin Damis, Shane and Garrett Geer, Katelyn and Allyson Haspel, Tyler and Levi Wright, great-grandchildren Gavin, Kannon, Gage, Arya, and Millie and her first husband, Norman Hardy. Friends and family will be received Thursday from 11 AM until the time of the 1 PM service at the Greco-Hertnick Funeral Home 3219 Main Street, Weirton, WV. Pastor Rob Holley from the Voice of Pentecost will officiate. Interment will be in Chapel Hill Memorial Gardens, Weirton. We worked together at Chapel Hill Memorial Gardens & renewed our friendship in the last several years after my return from CA. I was happy to see you & Dick had married. You had become a very successful Realtor. It is with love that you are in the arms of our Savior & your Father, Doyle Ballard that you so dearly loved.
