The former Weirton Mayor, William “Bill” Matthew Miller, passed peacefully at home with members of his family around him on Thursday August 20, 2026.
He was born in Steubenville, Ohio on Saturday September 12, 1931 to the late William A. Miller & Constance (Maley) Miller.
He was preceded in death by his wife of 69 years Shirley (Woodard) Miller; sisters Constance Miller; Patty Bangert, Marcheta Parks and his granddaughter Alexis Miller.
Surviving family members include his sons; Clyde (Woody) Miller, Kevin Miller and his wife Leslie (Stewart) Miller and daughter Deborah A. (Miller) Paulik and her husband George Paulik, and son William (Mister) Miller & his wife Aershyn (Pennington) Miller and one grandson, Matthew James Wenger and great granddaughter Bailee Grey Wenger. In addition he is survived by his brother Richard Miller (Weirton) and sister “Bunny” (Miller) McCord (Columbus OH).
He graduated from Steubenville Catholic Central in 1949 and went on to attend The Ohio State University, earning a BA in Metallurgical Engineering. In 1955, he began what would become a distinguished 42 year career with Weirton Steel (WSX), where he contributed his expertise and leadership across decades of industrial and organizational change.
His professional development was extensive and reflected a lifelong dedication to learning. He completed coursework and training in Standard Cost Principles, Problem Solving & Decision Making, Management by Objectives (MBO), Statistical Process Control, Improving Managerial Effectiveness, and Computer Programming at West Virginia Community College. He also studied Spanish through the Berlitz School of Languages.
He was honored with membership in Sigma Gamma Epsilon, the Earth Science Scholastic Honorary, as well as Upsilon Pi Upsilon and Sphinx, recognizing his academic achievement and leadership.
A member of St. Joseph the Worker Parish, he valued faith, community, and service throughout his life.
Bill’s commitment to service extended far beyond his professional life, reflected in decades of leadership across civic, educational, and charitable organizations. He served as a Weirton Junior Achievement Adviser and dedicated more than two decades to the Boy Scouts of America, where he was a Cub Master and later a member of the Board of Directors from 1965 to 1989.
He served as Vice President and Coach for the Weirton Baseball Association. Within Weirton Steel, he contributed to the E.S.O.P. “Share Our New Beginning” Committee, helping guide employee centered initiatives.
He played a major role in community cultural events as General Chairman of the Weirton International Food Festival from 1985 to 1989. His dedication and spirit were recognized with the Weirton Steel Spirit Award.
For 25 years, he served as President of the Hancock County Sheltered Workshop, championing opportunities for disabled individuals. He also served on the Hancock County Parks & Recreation Board of Directors, later becoming Vice President beginning in 1993.
His leadership extended to numerous other organizations, including the Salvation Army, where he was President of the Board and a long time member of the Board of Directors, as well as the Greenbrier Manor Board.
He contributed to education as a Hancock County Substitute Teacher, and his dedication to public service culminated in his role as Mayor of the City of Weirton.
His achievements were recognized with several honors, including BPW Boss of the Year (1987) and the prestigious West Virginia Distinguished Citizen Award (1988).
Bill, along with his late wife Shirley, served as Judge Coordinators for Miss USA and Miss Teen USA pageants across West Virginia, Pennsylvania, and Indiana. Their work brought them into the lives of countless young women, offering guidance, confidence, and memorable experiences. It was a role they cherished travelling with (son) Woody for several years after his retirement.
There will be no visitation. A private memorial service will be held by the family at a later date.

Mister and family- Having served alongside your dad at the City of Weirton was a special time in my life. New to the very public service of being a councilman, having Bill as Mayor to work with-we had the same no BS, no back room deal, common sense mindset and that was exactly what I needed in that role and what the city needed at the time as well. I’m proud of my time serving my hometown and your dad was a big inspiration for me to stay with it all those years even after he was gone. Weirton is a better place because of him. I’m a better man because I knew him. He lived a full life and will be missed. Chrissy and I express our deepest condolences to you all.

Mr. Miller and I served on many programs and projects together. The Hancock County Workshop, Greenbrier Manor and on other programs for the City. He was always a bright smile and a genuinely pleasant man. Weirton was blessed to have a person like him. My sincere condolences to his family and to all the people who benefited from his compassion and kindness.

Woody, Kevin, Debbie and Mister – I was saddened to hear about your Dad’s recent passing. He and your Mom were wonderful people and great neighbors. They were extremely kind, generous and tolerant towards all the neighborhood kids who “squatted” on your property each day and evening. Your Dad was always gracious, quick to laugh and, maybe more importantly, he was selflessly invested in numerous civic affairs that made Weirton a better place to live and call home.
